Reasons for concern

About 4000 square meters of green space in Victoria Park, a community in the north of the May 4th Movement in Fuzhou, was destroyed by developers and coffee shops were built in violation of regulations. Yesterday, the relevant person in charge of the Urban Comprehensive Law Enforcement Bureau of Jinan District said that on May 23, they had ordered the relevant developers to demolish it within a day; if they did not demolish it by themselves, they would enforce it next.

Nearby citizens questioned why the developer had not handed over the park to the relevant departments of Jin'an District since it was a public planning green space in the city and had been built for many years. A number of citizens called for severe punishment for such acts of destruction of green.

Citizens complain: moving trees and destroying green space are now building cement houses.

Over the past few days, residents near Victoria Park have found that a small forest has been fenced off in the Victoria Park supporting the community. Not only hundreds of green trees have been removed, but also the green space has been razed to the ground.

Earlier, on April 18, community owners found that three or four workers were digging green trees in the park (see Haidu A18 version on April 21 for details).

Ms. Chen, a resident nearby, said that when she bought a house, she was particularly satisfied with the good greening of Victoria Park in the residential area. now the developer dug trees without authorization and destroyed the green space, which made her very disappointed. "now that the house is almost sold, the developers will root out the green space without authorization." Ms. Chen questioned why this is a public place for citizens to relax and exercise, not a commercial street. Why can for-profit cafes be opened here? This green space is planned to be a supporting park for the city, so why doesn't the government accept it as soon as possible?

Reporter's investigation: 4000 square meters of green space was razed to yellow mud.

Yesterday morning, Haidu reporters saw at the scene that the park has been surrounded by a fence, about two meters high, standing outside the enclosure can no longer see the internal situation. The reporter walked to the nearby hillside and saw that the enclosure had become a large construction site of yellow mud and mud, and a house with a concrete frame structure had been built to a height of one story.

The enclosure area is rectangular, and the reporter measured it with his feet, and estimated that the enclosure area is about 4000 square meters, while the house built covers an area of about 100 square meters visually. Residents who often walk nearby say that the house has been built to this height for a week.

The reporter saw that the Urban Comprehensive Law Enforcement Bureau of Jin'an District, Fuzhou City issued a decision to developers ordering the demolition within a time limit, limiting it to one day to remove houses built in the park. The time of registration is May 23. But now it seems that the house has not been demolished as required.

Yesterday afternoon, Jinan District Urban Comprehensive Law Enforcement Bureau Xindian Squadron relevant responsible person said that law enforcement personnel on May 23 received complaints conveyed by the 12345 platform, went to the scene for investigation.

According to reports, developers of nearby residential areas have changed their land use planning without authorization and converted the areas planned for green space into coffee houses, in violation of Article 64 of the Urban and Rural Planning Law. It stipulates that those who fail to obtain a construction project planning license or carry out construction in accordance with the provisions of the construction project planning license shall be ordered by the competent department of urban and rural planning of the local people's government at or above the county level to stop the construction; if corrective measures can still be taken to eliminate the impact on the implementation of the planning, they shall be fined not less than 5% but not more than 10% of the construction cost within a time limit. If corrective measures cannot be taken to eliminate the impact, it shall be dismantled within a time limit, and if it cannot be dismantled, the material objects or illegal income shall be confiscated, and a fine of less than 10% of the construction cost may be imposed concurrently. The person in charge said that developers have been ordered to demolish illegal buildings and restore green space, otherwise they will issue compulsory demolition books.

At the same time, the relevant person in charge of the Jinan District Garden Bureau said that they could not punish the developer for destroying the green space. "although the green space is used as a public support, it has not yet been handed over to the government."
