Recently, CBS News reported that Canadian coffee chain giant Tim Hortons has been pressing the federal government for more than a year to lift the cap on the proportion of temporary foreign workers that some of its franchises can hire.
It is understood that Tims has submitted a request to adjust the upper limit on the proportion of temporary foreign workers within at least 18 months through written submissions, lobbying meetings with government officials and lawmakers.
At the same time, through an information disclosure requirement aimed at obtaining communications between Tims, any of its franchisees or parent company Restaurant Brands International (RBI) and Immigration Canada, an internal letter written by Tims to the then Minister of Immigration in May 2024 was exposed.
In the letter, Tims mentioned that "the catering service industry has been particularly severely affected by the epidemic and continues to face unprecedented labor shortages," so he asked the federal government to increase the 20% limit for temporary foreigners (TFWs) to 30%. At the height of the COVID-19 epidemic in 2021, the federal government made an exception to raise the cap on TFWs and allow companies to hire more foreign workers. But later in 2024, the federal government will reduce the cap on TFWs to 10%.
Although Canadians 'views on immigration policy have changed, their perceptions of immigration are becoming increasingly negative, and the federal government is reducing various channels for new immigration, Tims has not stopped seeking more temporary foreigners. According to records from the Office of the Canadian Lobbying Commissioner, parent company RBI and Tims representatives lobbied multiple members of Congress from different political parties and staff from multiple federal departments in a series of meetings on October 28.
In addition, multiple people familiar with the matter told CBS News that Tims"wants the government to commit to continuing to renew visas for those workers who are already employed." Moreover, its parent company, RBI, is seeking a way similar to the Canada-US Express Customs Card program to allow foreign employees to obtain visa approvals faster.
Responding to media reports, Tims communications director responded to a request for comment, saying the company was seeking "flexibility in hiring temporary foreign workers." He pointed out that in areas facing labor shortages such as rural areas and small communities, temporary work visa holders who have already worked and contributed in Canada should have the opportunity to stay in Canada for a longer time, believing that these foreign workers can extend their work visas or obtain permanent residence paths to achieve this goal.

Interestingly, all Canadian parties firmly oppose Tims 'unreasonable proposal. Some government figures were outspoken, saying that the temporary foreign labor program deprived young people, including fast-food restaurant employees, of primary employment opportunities, and believed the program should be "completely reformed" or abolished.
Others feel Tims is ignoring market signals by making these demands, saying that "if they can't find employees to work, it may be because they are not paying enough wages and not providing good working conditions, so they should solve this problem first."
