The Opinions clearly define that the area of fine coffee raw material base shall be steadily expanded, the transformation and upgrading of coffee processing industry shall be accelerated, coffee brand building shall be vigorously promoted, Yunnan shall be built into the world high-quality coffee bean raw material base, the largest coffee intensive processing production base in China, coffee bean delivery warehouse and trade center, a modern coffee industry system integrating the development of primary, secondary and tertiary industries shall be constructed, and the transformation from a large province of coffee raw materials to a strong province of coffee processing, coffee tourism, coffee trade and coffee culture shall be realized.

The Opinions put forward specific goals from five aspects: total volume, base development, enterprise development, technological innovation and brand cultivation. Among them, in terms of total amount, by 2020, the coffee planting area of the whole province will reach about 2 million mu, the output of dry coffee beans will be about 200,000 tons, and efforts will be made to realize the main business income of coffee industry of the whole province of about 40 billion yuan; in terms of base development, on the basis of maintaining the existing coffee planting area, strengthen the construction of raw material base, and focus on supporting large production counties with planting area of 100,000 mu and output of more than 5000 tons; In terms of enterprise development, we will support leading coffee industry enterprises to become bigger and stronger, promote strategic cooperation between local enterprises and international coffee giants, and cultivate one coffee industry-wide listed company with an output value of 10 - 20 billion yuan, two enterprises with an output value of more than 5 billion yuan, and five enterprises with an output value of more than 1 billion yuan by 2020.

At the same time, the Opinions also put forward key tasks for future work from seven aspects: developing coffee modern agriculture, improving the informatization level of coffee industry, promoting the agglomeration and development of leading enterprises, constructing coffee industry development platform, strengthening brand publicity and strengthening market development. Among them, in promoting the agglomeration and development of leading enterprises, the Opinions propose to rely on leading enterprises to give full play to Kunming's advantages in transportation, location, talents, capital, storage and climate to build Kunming International Coffee Industrial Park in China with integrated development of primary, secondary and tertiary industries.
