On December 13 last year, the Beijing News revealed that two Starbucks stores in Wuxi City touched the red line of food safety in an undercover investigation by its newspaper reporters. After the incident was exposed, Starbucks China tweeted that it was deeply shocked and immediately cooperated with the Market Supervision Administration to conduct a store closure investigation, while Starbucks in other regions were also subjected to random inspections by municipal supervision bureaus after the incident was exposed. After a round of spot checks, the investigation results of local supervision bureaus show that except for the two Starbucks stores exposed, there are no serious food safety problems in other stores, most of which are irregular scrapping records, incomplete disinfection records, and employees failing to fulfill personal hygiene standards (wearing work caps and masks).

In addition to being fired and ordered to rectify, the two stores involved in the incident also received punishment notices. On February 8, the administrative penalty announcement of the State Enterprise Credit Information System (Jiangsu) showed that Shanghai Starbucks Coffee Management Co., Ltd. Wuxi Changxing Building Store and Shanghai Starbucks Coffee Management Co., Ltd. Wuxi Zhenze Road were fined 674,000 yuan and confiscated illegal income of 20,000 yuan for violating Article 124, Paragraph 2, of the Food Safety Law & Article 126, Paragraph 1, Item 13 of the Food Safety Law. Wuxi Zhenze Road was fined 699,000 yuan and confiscated 10,000 yuan of illegal income, totaling 1.37 million yuan and confiscated 30,000 yuan.

It can be seen from the investigation by the municipal supervision bureau that this incident is not all the food safety problems of Starbucks stores are so outrageous. After all, such a large enterprise, if most stores have such outrageous behavior, Starbucks will not be able to establish itself in the Chinese market long ago. The incident can be said to be "a mouse droppings harm a pot of soup." However, this also shows that Starbucks 'internal supervision is not in place, and Starbucks' budget for some stores is insufficient, so that the management of some stores needs to make "saving if possible" behavior. Such a problem was ultimately caused by luck. Does Starbucks really not know these things exist? Obviously not. It is not difficult to detect it internally. The key lies in whether there is anyone inside the enterprise to manage this matter, or whether there is a heart to manage this matter. Will Starbucks itself regard this behavior as a "normal operation" to save costs? We are not sure whether this is the case, but only the upper beam will appear crooked, if Starbucks internal supervision is really effective, I believe there will not be any store such outrageous things happen.

At that time, as soon as the news came out, many people supported Starbucks, saying that this was only an individual problem, most stores were still very strictly managed, indeed, for this incident, could not rise to all stores. However, some comments reflect employees 'lack of attention to food safety issues more laterally, such as: blaming undercover reporters, saying that they don't pick pension stores (stores with less traffic), deliberately framing them at first glance, saying that this is against morality... and reflecting the fluke mentality of some food industry practitioners on food safety issues, for example: I think he is OK if he doesn't deteriorate. (You can check the previous Starbucks related articles in the comment area by yourself, without taking screenshots). I just want to say one sentence here. If you don't do it, will people go to targeted undercover investigation? The reporter went undercover to prove that this matter has existed for a long time, so it got the attention of the whistleblower/reporter. Second, can food safety be ignored without business? What is the reason why factories/enterprises/shops etc. establish their own food safety management based on the principles of the Food Safety Law? This is responsible behaviour towards public/consumer health. If nothing goes wrong, then what if something goes wrong? This is not a game of mud and sand, and it's not just individuals who are affected.

图片

For the comments accusing the municipal supervision bureau of inadequate supervision, the supervision department itself has the problem of large supervision scope and great supervision difficulty, and they cannot stare at every shop every day. For this reason, food safety ultimately depends on the self-awareness of producers and the supervision of all sectors of society. Is it immoral to report? As long as it is not malicious reporting/false reporting, it is not immoral. Although this matter is an individual problem, as a large and well-known chain coffee company, an "individual problem" is enough to consume the trust of most consumers, and it is impossible to cover up these mistakes because most of them do well. Wrong is wrong, and that is an indisputable fact, no matter how it is discovered.

No matter individual or collective, should not use consumer health, safety to fluke, really when a problem occurs, it is not a good thing for anyone. Overnight bread may not deteriorate immediately, but the taste may deteriorate; so do raw materials that have passed the label shelf life. Although there will be no serious problems if they are properly preserved, why not comply with the system that ensures food safety more? This seems to save a little bit of cost, but once something goes wrong, the compensation/fine is far more than the little bit saved. Food safety is no small matter and needs everyone to pay attention to it. As long as it is not a vicious report, it is not necessarily a bad thing for these things to be exposed and punished. To restore people's trust in the brand, generous recognition, fair treatment is the best solution.
