[Shenzhen Business Daily] (Reporter Wen can) "the pavilion for people to rest is gone and is used by businesses to build cafes." Yesterday, Mr. Yang, a citizen living near the Citizen Center, reported to this newspaper that a green belt opposite the Greater China International Square had been damaged and a new coffee shop had been built. Mr. Yang believes that the cafe was originally a pavilion for citizens to rest, and the open space outside the cafe also occupied green space. Members of the public question whether it is in line with the regulations to open for-profit cafes in municipal greening places, and whether the conversion of pavilions into cafes is suspected of illegal construction and damage to the environment.

Mr. Yang, a citizen, reported that there was suddenly an extra coffee shop in the South Square of the Citizen Center, and the coffee shop was already open. A municipal park is not a commercial street, so why are there cafes?

According to the information provided by the public, the reporter entered the south square of the Citizen Center from the entrance directly opposite the Greater China Square. Walk 200 meters to the left along the road, and sure enough, you can see a "Saint Mars" cafe open by the side of the road. The cafe is wrapped in bamboo and trees and consists of indoor and outdoor parts. Coffee, beer, juice and other drinks are served indoors, there is a large open space with wooden floors outside, tables and chairs are placed under seven umbrellas, a path is paved on the steep slope above, and the open space is surrounded by a half-meter-high stone wall.

The reporter took a look at the coffee shop menu, coffee, fruit juices and other drinks, each cup between 20 yuan to 30 yuan. The staff said they had only been open for a month or so. The reporter asked the staff whether it was allowed to open a coffee shop in the green space of the square, and the staff said that the relevant departments had said that it had little impact on the environment.

The reporter learned from a cleaner that the cafe was originally a pavilion, but it was not long before it was built.

Mr. Yang, a citizen, believes that the central square is a place for citizens to relax and exercise, not a commercial street, and the for-profit cafe is opened here, which is too commercial; and below is the central city, where there are all kinds of places for eating, drinking coffee and entertainment. Mr. Yang questioned whether the cafe in the central square was suspected of destroying the green space, whether the cafe had a business license and whether the site was legal.

For this reason, the reporter interviewed Director Liu of the Management Office of the Citizen Center Square. Director Liu said that four small shops were originally planned in the central square, but in the end, because the flow of people was too small, all of them were closed. "near the Central Park is a high-end business district, and there are many young people and foreigners who are more demanding." In order to allow citizens to have a place to drink and rest when exercising and relaxing in the park, the management office decided to turn a pavilion near the toilet into a cafe.

According to reports, in 2010, Shenzhen Huatai Enterprise signed a four-year contract with the Management Office of the Citizen Center to contract four small shops in the square, but it has not been open for business. In March this year, Huatai converted the pavilion into a coffee shop and opened it for trial operation in mid-April.

"the pavilion was not damaged, but the roof was repaired and walls were added on both sides." Xie, manager of St. Mars Cafe, said they just converted the pavilion into an enclosed cabin with wooden floors outside. the land used to be a lawn, but they just moved some of the stone walls out. The reporter asked whether the coffee shop has a business license, Manager Xie said that the coffee shop is only a trial operation, the business license is still being processed.
