Coffee is an important economic lifeline of Central and South American countries, but the local outbreak of coffee leaf rust at the end of last year has caused serious losses to the local coffee industry, and even affected the local rural livelihood and people's livelihood. The Ministry of Foreign Affairs and the National Cooperation Commission took the initiative to invite domestic plant pathologists to learn about the situation in Central and South America. A preliminary dialogue was also held with the Central American Bank for Economic Integration (CABEI) and the Central American Organization for Agriculture and Animal Husbandry Health (OIRSA). Zhao Jiabao, deputy secretary general of the National Cooperation Council, said that a regional plan will be planned to invest both technology and funds to provide immediate assistance to farmers in friendly countries. Zhao Jiabao said: "We and the Central American Economic Integration Bank are coordinating with each other to jointly (low-interest) financing loans to small farmers. On the other hand, the Central American Agriculture, Animal Husbandry and Health Organization is a technical unit. We can work with them to solve the technical problem through the presence of short-term expert consultants."

Zhao Jiabao pointed out that leaf rust is contagious and will reduce the production of coffee trees. He hopes to control it from the perspective of plant diseases and insect pests, but it requires huge funds. He said that this project has been highly valued and welcomed by friendly countries. It is expected that an agreement can be reached with other countries within this year, and it is hoped that it can be promoted as soon as possible. He stressed that although coffee agriculture in Taiwan is not developed, he has rich experience in dealing with plant diseases and insect pests, and hopes to effectively control the spread of coffee leaf rust through the cooperation of funds and technology.
