In 2015, under the guidance of the CPC Central Committee and the State Council's "opinions on strengthening Reform and Innovation and speeding up Agricultural Modernization" and the Provincial Party Committee and Provincial Government's "opinions on strengthening Reform measures and speeding up the Construction of Agricultural Modernization with Plateau characteristics", our province further explored to increase the types of agricultural insurance with plateau characteristics and changed the previous direct subsidies into indirect financial leverage through the optimization and adjustment of expenditure structure. The provincial finance will allocate 30 million yuan for the province's high-quality tobacco production subsidy every year, optimize and adjust it to the provincial premium expenditure of tobacco planting insurance in the province, and pry the province's total premium investment of 300 million yuan. 5.998 million mu of tobacco planting insurance was insured for 884800 tobacco growers in 12 Yanzhou cities in the province, providing risk protection of 5.998 billion yuan.

In order to promote the healthy development of coffee industry, our province started the pilot project of coffee planting insurance in 2015, and the provincial finance issued a premium subsidy fund of 1.6422 million yuan, which was specially used to start the pilot work of coffee planting insurance in our province. Insurance for 243300 mu of coffee in Pu'er, Baoshan, Dali, Lincang and Wenshan, the insurance amount is 500 yuan per mu, the premium rate is 4.5%, and the premium per mu is 22.50 yuan. The provincial level shall bear 30% of the premium, the state and county 50%, and agricultural operators and farmers the rest of the premium.

In addition, in order to mobilize the enthusiasm of participating in the insurance of planting with local characteristics, 50,000 mu of apple planting insurance has been carried out on a trial basis in Zhaoyang District and Ludian County of Zhaotong City, the main producing area of high-quality apples in our province, with a premium of 100 yuan per mu, 50% at the provincial level and 25% for cities, counties and farmers.
