A few days ago, the State Council issued the Decision on Integrating and Adjusting the Hygiene License and Food Business License for Public Places in Catering Service Places. The hygiene license and food business license for restaurants, cafes, bars and teahouses will realize "two licenses in one".
This reform measure not only solves the problem of unclear boundary between food circulation and catering service, but also solves the problem that the same food operator needs to apply for multiple licenses at the same business address. It will involve 2.43 million catering enterprises and 14.45 million employees nationwide, thus relieving enterprises of their burdens.
After the "two licenses are integrated", the public place hygiene licenses of these four types of places will be cancelled, and the relevant food safety license contents will be integrated into the food business license issued by the food and drug regulatory department, which will be licensed and uniformly supervised by the food and drug regulatory department. Food and drug regulatory authorities should implement their regulatory responsibilities for catering enterprises, further standardize the approval and issuance of food business licenses, optimize the approval process, and shorten the approval time limit.
At the same time, the decision stressed that after the reform, health departments should actively monitor, collect, analyze, investigate and verify the epidemic situation of relevant infectious diseases, and take preventive and response measures in accordance with laws and regulations such as the Law on the Prevention and Control of Infectious Diseases.
