Reconstruction Planning of Coffee Orchard in low-yield Tea Garden in Xishuangbanna

In accordance with the arrangements and requirements of the Yunnan Provincial Comprehensive Coordination leading Group on the Transformation of Coffee plantations in low-yield Tea Plantation (Yunzhong-low Reform (2011) No. 1), the Xishuangbanna Comprehensive Coordination leading Group for medium-and low-yield Reform timely implemented the spirit of the document and earnestly strengthened the organization and leadership of planning work. The compilation of the state's "Transformation Plan of low-yield Tea Garden Sugarcane Garden Coffee Garden 2011-2015" is led by the State medium and low Reform Office, and the State Bureau of Agriculture is specifically responsible for it.

From September 19 to 21, the State medium and low Reform Office took the lead, together with the State Bureau of Agriculture, to supervise and inspect the progress of the preparation of the 2011-2015 Transformation Plan of low-yield Tea Garden Sugarcane Garden Coffee Garden in three counties (cities).

The examination shows that:

1. The governments of all counties (cities) attach great importance to the compilation of the Plan for the Transformation of low-yield Tea Garden Sugarcane Garden Coffee Garden from 2011 to 2015, and have set up a compilation leading group headed by the head of the deputy county (city) in charge, and set up a planning working group with a clear division of labor and substantial technical strength.

Second, the preliminary research work has been carried out in a solid manner, and the agricultural bureaus of each county (city) have conducted in-depth investigation and analysis on the natural ecological conditions, infrastructure, current situation of industrial development, main production obstacle factors, and the willingness of the masses to build in each park, so that they have a clear idea of their "family background".

At the same time, the inspection team is urged to require:

First, in order to ensure the quality of planning and ensure the smooth development of the work, all counties (cities) step up the implementation of planning funds.

Second, the planning should be closely linked with the development plans of various industries in the 12th five-year Plan, and the planning and transformation measures should be in line with the reality of local industries to ensure the maneuverability of the project implementation.

Third, in the formulation of planning, attention should be paid to the construction of mountainous areas and ethnic poverty-stricken areas with a small population, and should not be bound by the size of the area, and the areas most in need of construction should be included in the planning.

Fourth, after the completion of the planning, the agricultural bureaus of each county (city) should organize experts and scholars to demonstrate and review the planning to ensure that the planning is feasible.

Fifth, all counties (cities) should speed up the progress of planning and ensure that state-wide plans are reported on time before the end of October.
