In order to promote agricultural development, the Yue Ministry of Agriculture and Rural Development proposed to expand the production of rice and aquatic products in the second half of the year. Chen Qingnan, vice minister of agriculture, said that in the second half of the year, especially after the signing of rice inspection and quarantine agreements between China and Vietnam, rice exports to China will usher in new opportunities, and provinces should encourage rice production and expand exports. Gao Defa, minister of agriculture, pointed out that it is necessary to strengthen the inspection and quarantine of antibiotic residues in aquatic products to avoid the phenomenon of warning to Vietnamese aquatic products by markets such as the United States, the European Union, and Japan.

Some experts pointed out that the effect of the above measures is only short-term, and the government still needs to make greater efforts to change the structure of agricultural production. According to a report in Vietnam's "Investment News" on July 3, Nguyen Thi Hong, director of the Planning Department of Vietnam's Ministry of Agriculture and Rural Development, pointed out that GDP in Vietnam's agriculture, forestry and aquatic products industry fell by 0.18% in the first half of the year, the first negative growth in many years. The main causes include drought, land salinization, dead fish in central China and unstable market demand. The only bright spot in agriculture in the first half of the year was exports of about US $15.04 billion, an increase of 5.4% over the same period last year, but there were still some problems. First, the market structure of most products is uneven and over-dependent on the Chinese market. China is currently one of the largest export markets for Vietnam's main products such as rubber, rice, aquatic products, wood products, pepper and cassava. Second, the export price of agricultural products has continued to decline, and the price of coffee has dropped by 17%. Third, the domestic consumption market of agricultural products in Vietnam is unstable.
