This is the origin of the current "party-building cooperative", and it is also the embryonic form of the construction of the platform model of the rural socialized management public service system.

This model should have six elements, namely: "government-led, agriculture, rural areas and farmers as the carrier, industry as the support, finance as the driving force, interests as the link, market-oriented". Then take the "five plus one" project as the push, that is, each cooperative platform should be equipped with a computer, a projection, a card swiping machine, a small farmer super, an office plus a technician.

The function of the computer mainly records the annual national economic income of the villager group, and records clearly the production and life dynamics of the whole villager group.

The role of projection is mainly used in the training and improvement of modern agricultural skills and the comprehensive quality of farmers, so as to transmit more information and policy dividends of reform and opening up to the rural areas.

The small farmer super is the Internet + small supermarket that each villager group needs for daily production and life, ensuring the timely supply of daily necessities for farmers, saving the time and resources wasted by farmers going to the market to buy necessities, and ensuring the authenticity and effectiveness of the means of production and the safety of agricultural food.

The card swiping machine is mainly used in the purchase process of production and daily necessities. If there is cash on the card, you can pay by card directly. If there is no cash, you can get what the farmers need by pressing the handprint or signature, and the arrears will be repaid after the coffee or related crops are harvested. Cultivate farmers' sense of integrity

The office is a regular workplace where party members and village cadres take turns on duty to solve all contradictions and problems that occur in the production and life of farmers every day.

Technicians are mainly engaged in the guidance of planting technology, the collection and transmission of market information, so that farmers can keep abreast of market trends and decide on production, planting and management plans for the coming year.

The core of the "five plus one" project lies in the rotation of village cadres and party members on duty. In the process of being on duty, be responsible for the distribution of the means of production of farmers every day. According to the receiving records, the industries involved, including coffee, are given a subsidy of 2 yuan per pack of chemical fertilizers and 0.5 yuan per bottle of pesticides as funds for the work of social cadres and party members in the cooperative on duty village, and within the jurisdiction of the cooperative, for every ton of coffee received, a commission subsidy of 50 yuan will be given.

Xiong Xiangren said that the construction of the rural socialized management public service system platform is not only applicable to the development of coffee industry in Dehong and Yunnan, but also to the development of agricultural modernization in any other provinces and regions in the country. In other words, as long as there are "agriculture, rural areas and farmers", their villagers' groups should improve the rural social management platform.

Appeal to civil servants to go to rural areas to help the poor through industry

Xiong Xiangren believes that as one of the pilot units of the Rural Comprehensive Governance Reform Office of the State Council in Yunnan, Hougu Coffee has done dozens of pilot rural social management platforms in Dehong and Lincang, Yunnan, and has achieved the desired results after several years of efforts. However, only relying on an enterprise to take the lead in the construction, without the comprehensive promotion of the government and the full participation of major industries and functional departments, it is difficult to carry out the construction of rural social management platform.

In Xiong Xiangren's view, policies such as several village cadres, veteran party members, rural instructors assigned by the government, university student village officials, and "poverty alleviation hook points" are not enough to support the soft power construction of the platform, and more effective practical measures should be introduced. He called for "civil servants to go to the countryside" in two ways: voluntary and institutional, with rotation time ranging from a few months to two years.

Xiong Xiangren further explained that the implementation of the system of civil servants going to the countryside needs to take the rural social management platform as the focal point, the county and township party schools as the training base, and the industrial poverty alleviation as the core to strengthen two training: one is to strengthen the training of civil servants before going to the countryside, so that they know what to do and what to do after going to the countryside. The second is to strengthen the training of rural party members and village cadres to let them know how to unite and cooperate with civil servants and how to make good use of the rural social management platform to be good village leaders and serve farmers well.
