In 1877, Fujian Governor Ding Richang drafted the "Regulations on the Rehabilitation of the Mountain", one of which listed the first time to guide the aborigines to plant "tea, cotton, tung tree, sandalwood, hemp, beans, coffee...".

The original text of the "Fufan Kaishan Aftermath Regulations" reads as follows:

In addition to planting taro and millet for self-sufficiency, the people who rely on the mountains do not plant much fertile soil, so that they are poor in the end. We should select local people and appropriate messengers, and bring people who are good at planting to various social education to plant the law. He ordered them to plant tea, cotton, tung trees, sandalwood, hemp, beans and coffee on wind-proof hillsides, so that they would have surplus profits to make, no longer hunt for business, and gradually become tame. All kinds of seeds were collected by the gentry at the county bureau. After harvest, the cost will be paid annually to show compassion. How many of them are planted somewhere? How many occurred the following year? How many harvests? Order the gentry to inspect the books and reports, and determine the rewards and punishments according to their effectiveness.
