What is the current situation in Uganda? Uganda's national coffee law has become law, and exports have skyrocketed.

President of Uganda signs National Coffee Act 2021 into law

On September 15, Ugandan local media ChimpReports reported that Ugandan President Yoweri Kaguta Museveni (Yoweri Kaguta Museveni) signed the bill into law on August 13, 2021, and the bill was gazetted under Supplementary Act No. 17 on September 13, 2021.

According to the Uganda Coffee Development Authority (Uganda Coffee Development Authority, UCDA), it now oversees or regulates all coffee farms and off-farm activities, and makes Ugandan coffee more competitive in the global market.

According to the Uganda Coffee Development Authority, the old law enacted in 1991 only covered non-agricultural activities such as marketing and processing, while farm activities such as planting materials, nurseries, harvesting and post-harvest processing were not covered by its responsibilities.

The bill passed requires the Uganda Coffee Development Authority (UCDA) to register all farmers in Uganda without a fee, and each registered farmer will be given a unique identification number. Registration will require recording details such as land area, the number of coffee plants, growers, buyers, sellers and nursery operators, thus creating a traceable system to increase the transparency of raw coffee beans to consumers, while ensuring that even farmers with miniature plots can profit from it.

With regard to the passage of the new law, the Uganda Coffee Development Authority (UCDA) said that it opened up many opportunities to improve the quality and production capacity of the coffee industry.

Uganda's coffee exports soar

Earlier reports that the COVID-19 epidemic had disrupted the supply chain, the accumulation of goods at various ports, a shortage of containers, a blow to export business and a doubling of transport costs did not seem to have had much impact on Uganda's coffee export business.

The aim of the 2021 National Coffee Act is to promote the development of a competitive, participatory and sustainable coffee sub-sector in line with the 2013 national coffee policy: providing for UCDA regulation, promotion and supervision of the coffee sub-sector: at the same time, annual coffee exports have risen to new highs.

According to the coffee report of the Uganda Coffee Development Board (UCDA) in August 2021, coffee exports totaled 700,990 bags (60kg) worth US $7, 5.09 million, up from 636,458 bags worth US $6, 5.24 million in the same period last year.

Uganda's coffee exports from September 2020 to August 2021 totaled 6.41 million bags worth US $607 million, compared with 5.22 million bags worth US $502.24 million the previous year. From the above data, it can be concluded that the total export volume increased by 23%, and the value increased by 21%.
