Indonesian Ministry of Agriculture issues draft regulations on the quality of raw coffee beans

Last Updated: 2025/08/21, Recently, the Indonesian Ministry of Agriculture issued a G/SPS/N/IDN/64 circular, promulgating the draft regulations on the quality requirements of coffee beans.

The draft regulation aims to: improve the competitiveness of coffee beans and add value to Indonesian coffee beans; support the development of domestic coffee bean raw material industry; provide qualified coffee beans for consumers; increase the income of Indonesian coffee bean growers; ensure traceability of various deviations in the production and circulation of coffee beans. The draft will enter into force 24 months from the date of publication.

At present, the main coffee producing countries in the world mainly evaluate high-quality coffee beans in two modes: COE and SCAA. Looking at the whole world, the major coffee producing countries in the world no longer blindly pursue high output while neglecting quality, and many countries begin to introduce a new coffee evaluation system, which aims to arouse the enthusiasm of producers and promote the production of high-quality coffee. For example, the cup of excellence coffee rating system introduced in Brazil in 1999 is to better subdivide boutique coffee. Coffee experts identify the quality of coffee beans and determine whether a coffee bean is a high-quality product or a "major product", which needs to be identified by raw beans, roasting, cup products and other links. The identification of raw beans only includes many evaluation indexes, such as shape, color, smell, humidity, particle size and so on.

In this regard, the inspection and quarantine department reminded the relevant export enterprises: first, to timely understand and promulgate the draft laws and regulations on the quality requirements of coffee beans, and to study the specific contents of the draft in depth; the second is to strengthen communication with Indonesian importers and grasp relevant information in a timely manner. step up product testing; third, production and export in strict accordance with Indonesian food import standards, so as to avoid unnecessary risks Fourth, we must actively explore emerging markets, enhance the export competitiveness of our products, and ensure that the quality of our products meets Indonesia's export standards.
