The lawsuit filed in the federal district court of Huazhou West District wrote that the regulation denied bikini baristas the ability to express themselves through swimsuit choice, violated their right to privacy and denied their due process rights. The lawsuit asked the federal court to declare the law unconstitutional.

The plaintiffs in the lawsuit included seven bikini baristas and an owner of a chain bikini coffee shop. They said that if law enforcement officers investigated them, it would lead to an invasion of their privacy.
