The Constitution of the United Republic was enacted in April 1977 and has since been amended 14 times. The United Republic has a coalition government and a local government in Zanzibar. The current constitution of Zanzibar was formulated in 1979 and has since been amended. The unity government has the right to handle internal affairs except 22 joint affairs such as foreign affairs, national defense, police, taxation, banking, currency, foreign exchange, aviation, ports, posts and telecommunications.
